Narendra Modi government working on law to regulate social media: Ram Madhav

NEW DELHI: Senior BJP leader Ram Madhav said that social media has become so powerful that it can even topple governments, leading to anarchy and weakening democracy, and solutions to tackle this are needed to be found within the constitutional framework.

Speaking at the launch of his new book ‘Because India Comes First’, Madhav said democracy is stressed and facing new challenges with the rise of “non-political” and “non-state” forces.

“Social media is so powerful that it can even topple governments and regulating them is difficult as they are borderless. These forces can promote anarchy, which will weaken democracy but solutions should be within the constitutional framework,” he said at the event hosted by the Prabha Khaitan Foundation on Saturday evening.

The existing laws are not adequate for this, he said.

“We require new rules and laws to tackle and manage.

The government is already working in this direction,” he added.

Madhav’s comments come amid a row between the government and Twitter over blocking of accounts with Information Technology Minister Ravi Shankar Prasad asking the micro-blogging site to follow the Indian law.

Besides, the Supreme Court has issued a notice to the Centre and Twitter on a plea, seeking to regulate hate content and to make a law as per which action can be initiated against Twitter and their representatives in India for willfully abetting and promoting anti-India tweets and penalise them.

Madhav said that in his new book he has penned his observations on several decisions of the Modi government.

Answering a question on Gandhi, he said the RSS does not undermine any leader’s contribution.

Gandhi was a great leader and his mantra of Ahimsa has been adopted by many global leaders, he said.

“There may be differences of opinion, which we even find between Nehru and Gandhi from the letters exchanged between them but that does not mean we disrespect a national leader. In the RSS morning prayer, we have Gandhi’s name along with other leaders,” Madhav said.

On Kashmir, he said that with the abrogation of Article 370, grassroot leaders are coming up against the hegemony of a few families.

He also emphasised that it is the responsibility of the people of the country to make Kashmiris feel that they are part of the 1.3-billion-strong family.

“Kashmiris are victims of propaganda for long. Things are changing but may take some time,” he said.

Cabinet approves production linked incentive scheme for IT Hardwar

NEW DELHI: The Union Cabinet chaired by the Prime Minister, Narendra Modi has approved the Production Linked Incentive (PLI) Scheme for IT Hardware. The scheme proposes production linked incentive to boost domestic manufacturing and attract large investments in the value chain of IT Hardware.

The Target Segments under the proposed Scheme include Laptops, Tablets, All-in-One PCs and Servers.

The Scheme shall, extend an incentive of 4% to 2% / 1% on net incremental sales (over base year i.e. 2019-20) of goods manufactured in India and covered under the target segment, to eligible companies, for a period of four (4) years.

The scheme is likely to benefit 5 major global players and 10 domestic champions in the field of IT Hardware manufacturing including Laptops, Tablets, All-in-One PCs, and Servers. This is an important segment to promote manufacturing under AtmaNirbhar Bharat as there is huge import reliance for these items at present.

Financial Implications:

The total cost of the proposed scheme is approximately Rs.7,350 crore over 4 years, which includes an incentive outlay of Rs.7,325 crore and administrative charges of Rs.25 crore.

Benefits:

The scheme will enhance the development of electronics ecosystem in the country. India will be well positioned as a global hub for Electronics System Design and Manufacturing (ESDM) on account of integration with global value chains, thereby becoming a destination for IT Hardware exports.

The scheme has an employment generation potential of over 1,80,000 (direct and indirect) over 4 years.

The Scheme will provide impetus to Domestic Value Addition for IT Hardware which is expected to rise to 20% – 25% by 2025.

Background:

The vision of National Policy on Electronics 2019 notified on 25.02.2019 is to position India as a global hub for Electronics System Design and Manufacturing (ESDM) by encouraging and driving capabilities in the country for developing core components, including chipsets, and creating an enabling environment for the industry to compete globally.

Currently, the laptop and tablet demand in India is largely met through imports valued at USD 4.21 billion and USD 0.41 billion respectively in 2019-20. The market for IT Hardware is dominated by 6-7 companies globally which account for about 70% of the world’s market share. These companies are able to exploit large economies of scale to compete in global markets. It is imperative that these companies expand their operations in India and make it a major destination for manufacturing of IT Hardware.

Given the current global scenario, the world of manufacturing is undergoing a paradigm shift. Manufacturing companies across the globe are looking to diversify their manufacturing locations to mitigate the risk involved in depending on a single market.

Joe Biden administration introduces ambitious immigration bill in Congress

WASHINGTON: In a major move that will benefit hundreds and thousands of Indian IT professionals in America, the Biden administration has introduced an ambitious immigration bill in Congress which among other things proposes to eliminate the per-country cap for employment-based green cards.

The US Citizenship Act of 2021 proposes a pathway to citizenship to 11 million undocumented workers, elimination of per country quota for employment-based green cards and work authorisation for dependents of H-1B foreign workers.

The bicameral immigration bill, if passed by both the chambers of the Congress House of Representatives and the Senate and signed into law by President Joe Biden, would bring citizenship to millions of foreign nationals, including undocumented workers and those who came to the country legally.

The legislation would also benefit hundreds and thousands of Indian IT professionals and their families.

Those waiting for a Green Card for more than 10 years, would get the legal permanent residency immediately as they would be exempted from the visa cap.

Indian IT professionals, waiting for more than a decade now, and whose number runs into thousands, are likely to be the biggest beneficiary of this provision of the bill.

Authors of the bill Senator Bob Menendez and Congresswoman Linda Sanchez told reporters that the US Citizenship Act of 2021 establishes a moral and economic imperative and a vision of immigration reform that is expansive and inclusive.

It grows the economy by making changes to the employment-based immigration system, eliminating per-country caps, making it easier for STEM (science, technology, engineering and mathematics) advanced degree holders from US universities to stay in the US and improving access to green cards for workers in lower-wage industries.

It would also give dependents of H-1B holders work authorisation, and prevent children of H-1B holders from “ageing out” of the system.

I am the daughter of immigrant parents from Mexico. I have dedicated my career to building an immigration system that lets people live without fear, and a system that gives immigrants like my parents who sought a better life and contribute to our nation a fair opportunity to thrive, Sanchez said.

Immigrants contribute greatly to our country and society. They own businesses, pay taxes and teach our children. They are our coworkers, neighbours and friends, said Menendez.

We have a historic opportunity to finally enact bold immigration reform that leaves no one behind, addresses root causes of migration and safeguards our country’s national security. We have a moral and economic imperative to get this done once and for all, he said.

The ruling Democrats have a majority in both the House and Senate. However, in the upper chamber, they need the support of 10 Republicans to get the legislation through the Congress before it can be signed into law.

The Democratic leadership and the White House hope that they will get the necessary support in the interest of millions of non-citizens living in the country.

Supported by the White House, the bill creates an earned roadmap to citizenship for all 11 million undocumented immigrants, with an expedited three-year path to citizenship, and giving all other undocumented immigrants who pass background checks and pay taxes with an eight-year path to citizenship without fear of deportation.

It reforms the family-based immigration system to keep families together by recapturing visas from previous years to clear backlogs, including spouses and children of green card holders as immediate family members.

It also eliminates discrimination facing LGBTQ+ families, provides protection for orphans, widows and children, allows immigrants with approved family-sponsorship petitions to join the family in the US on a temporary basis while they wait for green cards to become available.

In a statement, President Biden said he looks forward to working with leaders in the House and Senate to address the wrongdoings of the past administration and restore justice, humanity and order to the immigration system.

This is an important first step in pursuing immigration policies that unite families, grow and enhance our economy, and safeguard our security, he said.

The legislation I sent to Congress will bring about much-needed change to an immigration system where reform is long overdue. It will responsibly manage the border with smart investments.

“It will address the root causes of irregular migration from Central America. It will modernise our legal immigration pathways and create an earned path to citizenship for so many including Dreamers, farm workers and TPS (Temporary Protected Status) holders, he said

These are not Democratic or Republican priorities, but American ones. I have laid out my vision for what it will take to reform our immigration system and I look forward to working with leaders in Congress to get this done, Biden added.
